for

The provision of Consultancy Services for Design, Supply, Installation, Testing and Commissioning of Drip Irrigation Systems at Kidoka Village.

REQUEST FOR PROPOSAL(S) (RFP) 

The Chemba District Council has received funds from the Small Scale Irrigation Development Project (SSIDP) towards the cost of Kidoka Irrigation Development Project and it intends to apply part of the proceeds of this fund to cover eligible payments under the contract for consultancy services for design, supply, installation, testing and commissioning of drip irrigation systems at Kidoka village.

The Chemba District Council now invites proposals to provide the following consulting services: for design, supply, installation, testing and commissioning of drip irrigation systems at Kidoka village.  More details on the services are provided in the Terms of Reference.

This Request for Proposal (RFP) is open to all legible and qualified Tanzanian Consultants.

Interested Consultants must provide information indicating that they are qualified to perform the service by submitting Technical Proposal including up-to-date Curriculum Vitae (CV’s), description of similar assignment, experience in similar condition and relevant skills; and also must submit their Financial Proposal in Writing

A firm will be selected under Quality and Cost Based Selection Method and procedures described in this RFP.

Section 7:   Undertaking by Consultant on Anti - Bribery Policy/Code of Conduct and Compliance Program.

Interested eligible Consultants may obtain further information from and inspect the Tendering Documents at the office of the Secretary of the Tender Board

From 8.00 am to 15.30 hours on Mondays to Fridays inclusive except on public holidays.

You are requested to submit your written Request for Proposal, one original Technical Proposal and Financial Proposal plus One Copy of each Technical and Financial Proposal in writing. The Technical and Financial Proposal shall each be enclosed in a separate envelope and marked “Technical Proposal” and “Financial Proposal” respectively. The two envelopes shall then be enclosed in a single envelope and marked “Proposal for design, supply, installation, testing and commissioning of drip irrigation systems at Kidoka village; Proposal No. LGA/136/2016-2017/C/01” and submitted to the following address:

Request for Proposal Document (s) in English language and additional sets may be purchased by interested Consultants on the submission of a written application to the address given under paragraph 6 above and upon payment of a non-refundable fee of one hundred fifty thousand Tanzania Shillings only (Tshs. 150,000.00). Payment should either be by Cash, Banker’s Draft, or Banker’s Cheque, payable to Chemba District Council Director.

Site visit will be held on Wednesday 5^th October, 2016 and departure time will be at 08:30a.m starting from Chemba Headquarter offices at Chemba village. All costs associated with transportation will be covered by Consultants themselves.

The deadline for submission of Request for Proposal Document is 19^th October, 2016, on Wednesday at 11:00am” East Africa local time. Request for Proposal Documents will be opened promptly thereafter in public and in the presence of Consultants’ representatives who choose to attend in the opening at Chemba district Council Conference Room, located at Chemba Village.

12. Any request for clarification with regard to this assignment shall be addressed to the undersigned. The Client shall respond to clarifications received not less than one week before the deadline for submission.

Late Request for Proposal Document shall not be accepted for evaluation irrespective of the circumstances.
